Role and Responsibility of M & E Volunteer Officers (Environmentalist)

Programme: Environmental Friendly Local Governance Programme

Duty station: EFLGP districts and/or municipalities.

Duration: One year and renewed upon satisfactory performance

a. Duties and Responsibilities:

• This position is envisaged to be qualified professional position having technical competency in monitoring and supervising of the programmes.

• The incumbent will be stationed at the district/municipality office at district/municipality; however s/he will also technically support the respective offices at district/municipal levels.

• The incumbent is expected to support development partners including MoFALD, and other agencies and as appropriate on environment management issues related to Environmental Friendly Local Governance and beyond.

• The incumbent will work under the direct supervision of LDO/EOs. S/he works closely with team members at the EFLGP Central Office, DEECC Section, Municipality’s related Section. S/he shall coordinate DGEs/UGEs and District and Municipalities Social Mobilisation Committees as well.

b. The Key role of incumbent:

Technical Role

• Providing technical and administration support for ensuring implementation of EFLG Policy and strategies for environment management, climate change adaptation and disaster management

• Providing technical backup for ensuring coordination and building collaborative ownership of stakeholders on Environment Management

• Support establishing environment and climate change management policy to sustain EFLGP at local level and assisting the concerned stakeholders in implementation ; and

• Providing support for proper implementation of EFLGP

• Carrying out on going and periodic monitoring and collecting data/information in close coordination with the DDCs/DEECCs and Energy and Environment Section of Municipalities.

• Provide feedbacks to DDCs/ Municipalities for better improvements.

• Collaborate with the Environmentalist in ensuring timely monitoring of the field activities and reporting.

• Assist as well as build capacity of Local Bodies/ at the respective levels in proper reporting of Progress and accomplishments in a timely manner.


Reporting

• On-going monitoring report will be produced on monthly basis by the M & E officers and Periodic Monitoring shall be done at the interval of six months or twice a year with special focus on performance and outputs.

• Collect all financial data (Programme and Activity-wise Budget and Expenditure) and Physical progress (Target and Achievement) and forward the progress report to EMS/PMU each month.

• All monitoring reports shall be forwarded to the Environmentalist/EMS/PMU.

Facilitation & Coordination

• Facilitate coordination with all the environment related programmes, poverty reduction programmes and their relation to local governance in order to build synergies to help produce desired results;

• Facilitate MoFALD in spearheading harmonization of environment management and disaster related intervention at different level; and

• Provide constant drive to the multi-stakeholder environment and local governance programme implementation and coordination committee.

Required Skills and Experience

• Master degree in environmental science/management, climate change, agriculture, forestry, or equivalent.

• 1 year of relevant work experience in related field

• Experience of working on climate change, environment and disasters issues;

• Experience of working in a multi-cultural setting; and

• Experience of uses of computers and office software packages (MS Word, Excel, etc.)


Language

Strong written and spoken skill of Nepali and English language. Preference will be given to those having knowledge of communicating in local/regional language
