A Memorandum of Understanding (MoU) is signed between the Ministry of Federal Affairs and Local Development (MoFALD) and the School of Science on 25th January 2015. The Ministry of Federal Affairs and Local Development, with a greater realization, has induced a strategic concept to preserve environment through the intensive participation of the vulnerable community and people through Environment Friendly Local Governance Framework (EFLGP). The main objective of this programme is to enhance adaptive capacity of vulnerable groups including women to cope with impact of climate change by adopting integrated environment, climate and disaster resilient planning at local level. The programme is being implemented in 12 districts and 33 municipalities.
MoFALD aims to work together with the Department of Environmental Science and Engineering, School of Science to get the graduates in Environmental Science to implement EFLGP as Monitoring and Evaluation Officers in 4 districts and 10 Municipalities. Nawalparasi district with Ramgram, Kawasoti, Devchuli, Bardaghhat, Gaudakot, and Sunawal municipalities; Gorakha district with Gorakha municipalities; Lamjung district with Besishahar municipalities, and Kaski district with Pokhara and Lekhnath municipalities are identified as project area for Kathmandu University.
Program Management Unit (PMU) under the implementing ministry (MoFALD) will provide funds for the recruitment of the required Human Resources as well as for their regular orientation, training, monitoring and evaluation as and when necessary.
The MoU is executed as of the date of signing of MoU and will remain valid initially for 3 Years (From January 2014 to January 2017) and it can be renewed under mutual understanding between the Department of Environmental Science and Engineering and MoFALD. Dr Subodh Sharma (prof.s.sharma@gmail.com), Professor at the Department of Environmental Science & Engineering will remain as a focal person on behalf of Kathmandu University. The MoU was signed by the Dean of School of Science and witnessed by Dr. Bibhuti Ranjan Jha on behalf of the Department.
